My co-workers and I came to the conclusion that the reason it took so long to catch him is that people weren't looking at his face, so couldn't give a good enough description.
We also figured they had a difficult time finding someone to stand in line-up as we think the police ask the folks in the line-up to do the same as the perp.

Police make arrest of ‘flasher’ suspect
Ok, I agree.. It really isn't that funny because:
1) the guy is sick and definitely needs professional help.
2) as the police say, he may have been working up to something worse.
3) It would have been scary for women to see this sicko exposing himself.
