I still don't think a five year old should be handcuffed.

It happened in March of this year. It is quite bizarre that police would put handcuffs on her. I wonder that they had a pair small enough? According to the article, she had started to calm down when the police approached her.
But Harmon said the officers were not punished for shackling the child, who had torn up a classroom and hit an assistant principal before the officers arrived...
